Cause
The Problem was investigated in Bug 7675994 closed as duplicate of unpublished Bug 7022234.Solution
Bug 7022234 is Fixed in 11.2Patches exist for it on most platforms on top of 10.2.0.4 at the moment of writing this note
1- apply the patch 7022234 if available
2- If the patch is not available you may use the following workaround
alter session set "_cursor_plan_unparse_enabled"=false;
3- upgrade to latest patchset and request a backport for Bug 7022234
