Symptoms
PRKP-1030 and CRS-0215 encountered when starting a service with 'srvctl start service'.Found the following errors (every 10 minutes) in the imon log of the database.

Cause
This is not a Clusterware problem and the main issue here is the ORA-1003 which prevents racgimon from performing any task on the instance.The ORA-1003 is caused by unpublished Bug 5556555.
Solution
Workaround is:- either kill racgimon using kill -9 <racgimon pid>. After few minutes racgimon is restarted by crs
- or restart the rac instance.
Unpublished Bug 5556555 bug is fixed 11.1.0.6 and will be fixed in 10.2.0.5.
Patch 5556555 is available for some platforms on 10.2.0.3 and 10.2.0.4. For the inclusion of this patch on Windows check Note 161549.1
