Description

Gather statistics by calling either dbms_stats.gather_schema_stats or 
dbms_stats.gather_database_stats with parameter gather_fixed as TRUE may
raise an error
 
ORA-20000: Statistics collection failed for all objects in database
 
when data guard or log miner components are shutdown.
