The cause for this misleading error message is being investigated in an internal Bug. This bug is unpublished at this time.

Solution
Revert to JRE 6. JRE 7 is not certified with Forms at the time of writing this article. No version of forms is supported for use with Java 7 at this time. Certification information will be posted when/if it becomes available. Until it has been posted, it is NOT certified or supported.Reference:
